8500 Consul HTTP API 与控制台

服务发现系统的门面端口：Consul 的 HTTP API 和 Web UI 都在 8500，服务注册、KV 读写、健康检查查询从这里进出。

用途	服务注册发现、KV 存储、配置中心
安全等级	仅业务网段，建议 ACL 全开

Consul 默认无 ACL 时任何人都能注册假服务或读取全部 KV——微服务环境里的"配置裸奔"；新版建议开启 ACL 并用 bootstrap token。

UI 路径 /ui 可直接打开；生产暴露面评估时它属于"高风险后台"。
