limits.conf 持久化资源限制

登录会话级限制写到 /etc/security/limits.conf 或 /etc/security/limits.d/*.conf（PAM 的 pam_limits 加载）；对通过 PAM 登录产生的会话生效，重新登录后生效。

limits.conf 对 systemd 服务默认不生效（服务由 PID1 直接拉起，无 PAM 会话）；服务限制用单元的 LimitNOFILE/LimitNPROC。
